Moussaka with minced meat and potatoes

Ingredients

550g minced meat, preferably lamb
2 onions, finely chopped
5 garlic cloves, finely chopped
1 large can of peeled tomatoes without juice
500g potatoes, peeled, cut into 2mm thin slices
500g eggplant, stems removed, cut into 2mm thin slices
1 bay leaf
¼ tsp cinnamon
Salt and pepper
4 eggs
50g butter
50g flour
400ml milk
120g Parmesan or other grated cheese
Olive oil and nutmeg
